Compliance Transformation

Leading a Country Office Compliance Turnaround to Achieve 95–98% Sustained Compliance

In 2023, I was engaged by the COO and senior leadership to lead the turnaround of a newly established country office that had received a highly critical internal audit in its first year of operation. Applying a structured People–Process–Technology framework, I redesigned core finance and operations systems, embedded continuous monitoring and institutionalised performance accountability across all functional areas. Within two years, all major audit findings were cleared, compliance levels reached 95–98% and repeat audit findings were reduced by over 70%. The operational model I established was subsequently replicated across other country programmes within the organisation.

Shared Services Design

Designing a Shared Services Model That Achieved 40–60% Operational Cost Savings Across Five Countries

Faced with declining donor funding and limited in-country operational capacity across multiple country programmes, I led the design and institutionalisation of a shared services model that delivered 40–60% in operational cost savings while maintaining programme delivery standards. The model drew on a proven virtual support pilot and scaled it into a comprehensive framework with defined service standards, digital workflows and clear accountability structures, securing approval from Country Directors and VP-level leadership at headquarters. Serving as Finance and Operations Lead across five countries, I oversaw a centralised portfolio of approximately USD 20M while providing consistent support to offices facing resource constraints. The model has since been widely adopted across the organisation as the standard approach to cost-effective multi-country operations.

Leadership Perspectives

"

I had the privilege of working with John for more than ten years during my tenure at CHS, a recipient of CDC funding for HIV/AIDS programs. Throughout this period, I reported directly to John on all financial matters. John exemplifies principled and effective leadership. He established clear standards for financial accountability while fostering a collaborative environment across CDC and its implementing partners. His technical command of financial management is exceptional. He initiated the development of the Budget Monitoring Tool (BMT) and successfully cascaded it to all CDC implementing partners in Kenya, significantly enhancing budget tracking, forecasting accuracy, and expenditure oversight. He conducted regular Business System Assessments at CHS with professionalism and objectivity, and as a direct outcome of his engagement, CHS has maintained strong internal controls and has not received any adverse audit opinions since its inception 16 years ago. Beyond his technical competencies, John is a person of remarkable character: humble, respectful, and genuinely collaborative. I recommend him unreservedly for any senior role requiring leadership in financial and grants management.

I worked closely with John Baru during his time at CDC, where he served as a Cooperative Agreements/Grants Manager supporting complex USG-funded programs. John demonstrated strong expertise in grants management, including budget review, financial monitoring, compliance with donor requirements, and partner monitoring and oversight. He provided practical guidance to implementing partners, ensuring adherence to federal regulations, strengthening accountability, and improving the quality and timeliness of financial and programmatic reporting. John combined technical rigour with a collaborative approach, working effectively with programme teams and partners to resolve issues and mitigate risks. His professionalism, responsiveness, and deep understanding of grants management made him a trusted advisor and valuable partner throughout the lifecycle of cooperative agreements.

Expert Financial Guidance for NGOs & Donor Programmes

1

Fractional CFO Advisory

Many NGOs, startups and donor-funded programmes need CFO-level thinking without the full-time cost. Drawing on 25+ years of directing $150M+ in global health portfolios, I provide part-time financial leadership covering budgeting, financial strategy, cost recovery and senior decision support, delivered through structured evening and Saturday sessions that fit your operational calendar.

2

Donor Compliance & Grant Advisory

Navigating donor compliance is one of the most consequential challenges facing NGOs and grant-funded organisations, and the cost of getting it wrong is significant. With a track record that includes securing 98%+ compliance across CDC, USAID and Global Fund frameworks, I provide expert guidance on grant financial management, compliance structures and donor reporting, helping your organisation strengthen governance and reduce audit risk.

3

NGO Finance Systems Setup

A solid financial foundation is the difference between an organisation that survives its first funding cycle and one that scales with confidence. I support startups and NGOs to build finance structures from the ground up, including budgeting templates, reporting tools, chart of accounts design and internal control frameworks, drawing on the same architecture I have deployed across global health programmes in five countries.
